 Subject: Where and how I can get a MF mainframe express

Hi : I'm a new member in this forum and have not experience on micro focus. I want to develop, test and run mainfarme programs (COBOL/CICS/DB2/VSAM/JCL) in my PC (intel core i7/windows 7/64 bit/1.60 GHZ/4 MB ram) and per my research micro focus mainframe enterprise express might work fine.I would like to get any input about the following:
Question 1) Is it the unified environment for mainframe development on personal computers? Question 2) Where can I buy this product? Question 3) Do you suggest any other product/software in order to develop/testing mainframe applications in PC?
